ARTICLE ONE – BASKETBALL TOURNAMENT RULES AND REGULATIONS
1.1 OFFICIAL RULES
The official rules for the tournament shall be used by National Collegiate Athletic Association (NCAA) unless in conflict with the tournament rules therein.
1.2 LIMIT OF TEAMS AND TOURNAMENT PLANS
There shall be no limit of teams entered in the tournament and the teams shall compete toward the winner’s brackets for first, second, third, fourth, and firth places when applicable for plaques. There may also be a loser’s bracket (consolation) with a plaque given to the consolation winner. If the number of entries is five (5) teams or less, the round robin plan shall be used. Or, the single elimination plan with optional consolation brackets may be used. The plan to be used shall be decided by the Commissioner at the meeting with a majority approval. The tournament bracketing shall be based on brackets which are illustrated in official tournament bracket book.
1.3 SEEDING AND DRAWING
1.3.1 The Executive Committee shall be vested with the authority of determining the top four (4) seeds for men teams and top two (2) seeds for women teams based on last year’s results at SWBAD tournament. The said seeding shall be final and binding.
1.3.2 Any team which did not participate in the previous year’s annual SWBAD basketball tournament shall not be seeded for this year’s annual SWBAD tournament. Instead, they will be drawn to fill in the bracket slot in order.
1.3.3 Consolation bracket system shall be used at the SWBAD basketball tournament. Otherwise, in case of up to six (6) teams participating in, round robin system shall be used.
1.3.4 The Commissioner for annual SWBAD tournament shall decide the times of the games and submit the timetable to the Executive Committee for approval.
1.3.5 The host and/or individual team shall send the results of tournament and non-tournament game(s) to SWBAD Commissioner within seventy-two (72) hours after completed tournament or non-tournament games.
1.3.6 The third (3rd) seed shall be in same half or bracket as the second (2nd) seed, and the fourth (4th) seed shall be in the same half as the first (1st) seed.
1.3.7 The drawings for teams’ pairings shall be held at the site of the tournament prior to the opening games or be held the night before at the hotel and/or motel headquarters.
1.3.8 The drawings shall be made by the SWBAD Executive Committee, the coaches, and the host Chairperson and shall be held in public.
1.4 CONDUCT OF TEAM
The coaches and captains shall be strictly responsible for the conduct of their basketball teams on and off the basketball court.
1.5 EXPELLING AUTHORITY, FORFEITURE, PENALTY AND REMOVALS
The Referees and/or SWBAD Commissioner have the authority to forfeit a game or expel a player out of game for unnecessary griping/abusive language. The penalty for a player including fight shall be suspended from the tournament and any player, coach, manager or fan that performs any act of violence toward any official, any member of either team, or any spectator shall be removed from the tournament site. The Referees and/or SWBAD Commissioner shall have the authority to expel a team from the tournament if the plays are “dirty” and “rough”. Any player involved in any personal clash or argument with SWBAD Executive Committee shall be expelled from the game.
1.6 ILLEGAL PLAYERS
The use of a player not registered on the USADB registration from shall automatically cause team to forfeit the game or games participated in by that player.
1.7 RULES INTERPRETATION
The team captain or coach may inquire of the interpretation of rule by a referee. In this case, they shall be allowed sufficient time for an interpreter for the deaf to be called in to interpret.
1.8 UNIFORMS
1.8.1 Each competing basketball player shall wear the uniform of his team and be dressed alike. All players shall have six (6”) inches high number(s) on back and four (4”) inches number(s) on front of their uniforms. Each player shall have two (2) sets of basketball jerseys: light and dark colors. If a team has a set of reversible (dark and light) jerseys, one set of jerseys is acceptable.
1.8.2 Basketball jersey shall not wear numbers of 6 (six), 7 (seven), 8 (eight), and 9 (nine) in the tournament, according to referee’s rules as well as USADB bylaw. Coaches shall be responsible to check the illegal numbers.
1.9 GAME RULES
1.9.1 All SWBAD basketball tournaments shall be governed by National Collegiate Athletic Association (NCAA) rules. In case of team lateness, a fifteen (15) minutes wait shall constitute sufficient grounds for the forfeit of a game. In case of a tie when the game is over, the game shall continue overtime as specified by the rules.
1.9.2 All SWBAD tournaments shall have at least 2 officials (referees) per game certified by either the International Association of Approved Basketball Officials or National Federation of State High School Association (NFSHSA). The host shall pay their fees.
1.9.3 All games in the annual SWBAD tournament will be played twenty (20:00) minutes per half. We shall follow NCAA rules.
1.9.4 There shall be five (5:00) minute overtime in case of a tie in any basketball game during the annual SWBAD tournament.
1.10 LIMIT OF PLAYERS ON TEAM
1.10.1 All teams entered in the tournament shall not register more than fifteen (15) players per team include coach and either manager or statistician. Minimum of eight (8) players shall be required to register on USADB player registration form.
1.10.2 Each team may have a minimum of five (5) players to a maximum of fifteen (15) players include coach and either manager or statistician on the bench during the SWBAD tournament.
1.10.3 According to USADB bylaws, USADB Registration form must be postmarked NO later than February 1st with NO Exception! After February 1st, team will be disqualified.
1.10.4 Any participating team that does not have its players on the court ready to play at their initial scheduled time shall forfeit their game to their opponent.
1.10.5 If a participating team has less than five (5) players in uniform on court at the start of a game, that team shall forfeit their game to their opponent.
1.11 PLAYER QUALIFICATIONS
1.11.1 The final arbitration on qualifications of player on the USADB registration form for the SWBAD tournament shall be conducted at the coaches’ meeting before the start of the tournament. All future questionings of other players’ qualifications during or after the tournament shall not be tolerated nor accepted by the SWBAD Executive Committee.
1.11.2 The minimum age of eighteen (18) years old shall be allowed to participate in the SWBAD basketball tournament.
1.11.3 High school students who are over-age or have no high school eligibility left are allowed to participate in SWBAD basketball tournament.
1.12 ALL-TOURNAMENT TEAM
1.12.1 All-Tournament selections shall be balloted on the basis of first (1st) and second (2nd) All-Tournament team with five (5) players per team.
ARTICLE TWO – TOURNAMENT HOST
2.1 REGISTRAION
It shall be the responsibility of the tournament host to register all non-players (fans/spectators or participants in the tournament events) at twenty dollars ($20.00) per person. Those twelve (12) or under shall not be registered and may be admitted free to all games. All students attending school for the deaf, day classes, or the like, shall be registered for twenty dollars ($20.00). The registration fees of non-players shall go to SWBAD.
2.2 ENTERTAINMENT
It shall be the responsibility of the tournament host to provide a bona-fide dance with live band or disco music and lights during the tournament and optically arrange for beauty contests and to publicize via mass media. The tournament host shall publish either a formal or an informal program book.
2.3 TOURNAMENT PRICES
The tournament host chairperson shall decide on nominal pricing of the tournament events, however, the price of a combo ticket to all events including registration shall be approved in advance at the SWBAD Executive Committee meeting during the basketball tournament host meeting held the previous year.
2.4 RESPONSIBILITY FOR EMERGENCY AND ASSISTANCE
The tournament host shall know where the medical facilities are in case of emergencies and share such information with each team.
2.5 SCOREBOARDS
The tournament host shall rent or obtain scoreboards if they are not available on the basketball court.
2.6 REFEREES
The tournament host shall to hire deaf certified referees or contacting hearing referees representing the local referees association which is affiliated with the National Collegiate Athletic Association (NCAA) to govern all basketball games and rules in accordance with the official rules of the NCAA. The host shall contact the chief referee in person for assignments of referees to the tournament. In the event that such referees do not show up or a shortage of referees occurs, there shall be arrangements to select referees from fans from each state. The host shall also get a letter of confirmation for referees and clock timers.
2.7 BASKETBALL
Two (2) new basketballs for men and one (1) for women at SWBAD tournament only shall be provided by the host for each during basketball tournament. These balls shall be one brand from the following list under National Collegiate Athletic Association (NCAA) Guide book or National Federation of High School (NFHS).
2.8 PROCEEDS
The tournament host shall keep all the proceeds, after all the necessary expenses on actual admissions to the tournament.
2.9 PLAQUES
2.9.1 (Minimum of four (4) women teams) In addition to the awards, the tournament host shall furnish: Men/Women Team Sportsmanship plaques, Men/Women Five (5) First Team All-Tournament Player and Five (5) Second Team All-Tournament Player, Men/Women Coach of the Tournament, Men/Women Tournament Most Rebounds, Men/Women Tournament Most Assists, Men/Women Tournament Most Points, and Men/Women Tournament Most Three-Points plaques.
2.9.2 SWBAD shall furnish the Men/Women Most Valuable Player (MVP), Clyde Nutt Individual Sportsmanship, Women Individual Sportsmanship and The SWBAD Information Director shall be responsible to purchase it.
2.10 CLYDE NUTT INDIVIDUAL SPORTSMANSHIP AWARD
The SWBAD Information Director shall be responsible for keeping and transporting the permanent Clyde Nutt Individual Sportsmanship Award plaque to the basketball tournament for public display. The SWBAD shall be the responsibility to reimburse the cost of engraving of the name of the honoree of the plaque.
2.11 RESPONSIBILITES
In conducting the SWBAD basketball tournament, the host shall be held responsible for the rental or acquiring of basketball court, making proper arrangements for teams, certified referees, official scores and fans; purchasing of plaques, special awards and new basketballs and engaging hotel headquarters for annual business meeting.
2.12 SCOREKEEPERS
SWBAD Commissioner shall make arrangement to select competent scorekeeper, team assist/rebound/field goal attempt statisticians for all games. The scorekeeper and team statistician shall be reimbursed ten dollars ($10.00) per game by SWBAD. The scorekeeper shall cooperate with SWBAD Commissioner and shall use the official SWBAD score sheets.
2.13 GENERAL CHAIRPERSON
The host Chairperson shall have the voice and vote in the meeting of the delegates.
2.14 LARGE POSTERS
Each tournament shall be provided with at least one (1) large poster board showing tournament bracketing for the benefit of interested participants and fans.
2.15 ILLUSTRATIONS
The illustrations of types of bracketing for the basketball tournaments as prescribed in the basketball rules are provided by SWBAD Commissioner.
ARTICLE THREE – BIDDING AND TOURNAMENT SITE
3.1 ELIGIBILITY HOST
3.2 BIDDING – Only authorized coaches/host are allowed to bid on behalf of interested member team to host next tournament three (3) years hence. To make valid bids, they must be presented to the coaches’ meeting:
3.2.1 A letter from the member team showing the intent of sponsorship, signed by at least two of the officers.
3.2.2 A letter of confirmation from the recreation department or institution or from a private organization, if need be, of the availability of a bona-fide basketball court.
3.2.3 A letter relating hotel headquarters proving the auxiliary aids and services to individuals with hearing impairments is required by the American with Disabilities Act (ADA) law.
3.2.4 The bidding fee shall be two hundred dollars ($200.00) non-refundable. The monies shall be money order or cashier check.
3.2.5 The host is required to pay one (1) inspection trips to the SWBAD Commissioner to meet SWBAD by-laws and within sixty (60) days before the tournament.
3.2.6 Shall be two basketball courts at all the during the SWBAD tournament.
3.2.7 On all bidding for all basketball tournament sites, the voting shall be one (1) vote per coach and delegate at large, plus the four (4) SWBAD Executive Officers and voting is restricted to those present and voting.
3.3 TOURNAMENT DATES
The annual tournament shall be scheduled on either the first or second weekend in March.
3.4 FACILITY AND TOURNAMENT INSEPCTION
The SWBAD Commissioner shall investigate the site of the basketball court and the hotel selected by the tournament host as well in advance of the tournament and reports same to the Executive Committee for its decision/approval. Shall be reimbursed for the transportation and lodging, if any, by the host of the tournament.
ARTICLE FOUR – REGISTRATION OF TEAMS AND PLAYERS
4.1 TEAM FEES
4.1.1 Each team shall pay a fee between of one hundred twenty-five dollars ($125.00) to one hundred seventy-five dollars ($175) plus amount imposed by USADB fee to the SWBAD, care of the Secretary/Treasurer, prior to or by February 1st. A separate form with important rules and regulations shall be furnished by SWBAD. All team fees shall be mailed or given to the SWBAD Secretary/Treasurer, not to any other SWBAD Executive Committee. The amount imposed by USADB fee shall be forwarded to the Secretary/Treasurer.
4.1.2 Failure to pay full for all fees on time by February 7 shall be imposed fifty dollars ($50.00) fine for a team. No payment shall be received by the SWBAD Secretary/Treasurer on February 15 shall be added twenty-five dollars ($25.00) extra.
4.1.3 All fees must be paid before the first game starts. No personal check can be accepted unless it is approved by the SWBAD Executive Committee.
4.2 PLAYER AND REGISTRATION FEES
4.2.1 Each player and coach shall pay a registration of twenty dollars ($20.00) be duly registered for the SWBAD tournament and team roster before participating in the first game. All such registration fees are to be kept by the SWBAD. SWBAD shall collect five ($5.00) Grand ball fee from each participants and turn over the same to the host. All player fees, registration forms shall be mailed or given to the SWBAD Commissioner on or before February 1st. There shall be no refund on basketball players after they sign the registration form.
4.2.2 Any “scratch” on the official USADB registration form shall not be allowed. The registration form that already has “scratch” shall be fine at twenty dollars ($20.00).
ARTICLE FIVE – AMENDMENTS TO BY-LAWS, RULES/REGULATIONS AND POLICIES
5.1 SWBAD BASKETBALL BY-LAWS, RULES AND REGULATIONS, POLICIES CHANGES
The By-laws my be amended, altered or revoked at the delegate meetings by two-third (2/3) vote of the delegates present and voting at the meeting. All new proposals shall be passed effective immediately after this tournament.
5.2 USADB BASKETBALL BY-LAWYS, RULES AND REGULATIONS, POLICES CHANGES
Should the USADB change its basketball By-laws or rules in the interim. SWBAD should be so governed and shall officially change its By-laws to conform to that of the USADB at the next SWBAD delegate meeting.
5.3 SWBAD BY-LAWS, RULES AND REGULATIONS, POLICIES PROPOSALS
All proposals, amendments and etc.; related to SWBAD management, structure function shall be forwarded to SWBAD Deputy Commissioner by February 1st for the Law Committee to review and to act upon. In turn, the recommendation of the Law Committee shall be forwarded to the delegates at the SWBAD meeting for their action during the annual basketball tournament.
